I’m rebuilding a 340. I was curious to know if this is a good idea to buy...

Yes, that's the cam bolt and gear/eccentric retainer. Always make sure the cam gear is clamp loaded using the bolt and retainer. The keyway is only there for alignment. 65'
 
So is this better than the “feeble stock thin stamped washer” that the seller states comes originally from the factory?
 
That seller is trying to “Up Scale” a stock part. It is beefier than the older OE part, which as mentioned before, above, no issues going to 7K and beyond. If you have the OE part, use it and save yourself some money on a part you don’t need unless you don’t have it....
 
If you use it just make sure you have proper cam end play clearance. Something like .006-.010. if I remember correctly. When I bought my 340 Ragtop at 100K I was told the Top end was rebuilt. I Put 100k more on it. When I took it apart to rebuild I found No Cam washer just a 3/8" flat washer. The cam had crazy end play . I somehow had no issues. Now it has one.
 
The cam gear, retainer plate, and the cam itself have a part in the end play, not the washer under the bolt. I've never had a stock bolt and washer combo ever come loose, or, even seen it in the hundreds of engines I've torn apart. Broken chains, stripped gear teeth, grenaded bottom ends that broke the cam, sure, but a cam gear coming off due to the bolt coming out? No.
