Fender brace. Got it..Pardon my ignorance but is it typically spliced in by cutting and welding just the bottom rusted area or is the whole brace transplanted.

It can be done either way but if you splice the bottom make sure you can cover the bare metal on the inside so your repair doesn’t rust out within a couple years.
