I have an engine (318) and I replaced the cam bearings but decided to re use the cam. So I didn't want to put a used surface against a brand new bearing, so how should I clean up the cam or not.....

I'm sorry. I missed this. No, I would not use emery cloth or sandpaper. Yes, I would clean it the same way, but use some 000 steel wool to remove the rust after the vinegar bath. You can literally scrape the rust off with your fingernail after the vinegar bath.
