At first I intended to use Power steering but changed my mind..if i get a shorter serp belt can i remove the power steering wheel..?
Wondering if i can bypass this pulley?

I am running a electric fan..so i dont see that the smaller wrap on water pump should be ok?
That looks like it came out of a 96 Jeep Grand Cherokee.
I would say yes as long as the belt does not hit the coolant return tube.
You could take the existing belt and route it bypassing the PS pump keeping it taught and check for interference (engine not running of course)

From what I see it looks like you can. As long as it doesn’t interfere with anything as mention above.

You SHOULD be okay on belt wrap on the water pump pulley, although depending what you get for a replacement belt you may have to re-clock the tensioner to maintain adequate belt tension.
As a side note, running an electric fan has very little to nothing to do with belt wrap- if the belt is slipping, you're not circulating coolant. Period. Electric fan or not.
