I wanted to use LED's and purchased new holders and 12v LED lamps and they won't turn on. I am not sure if they should be 5v due to the voltage limiter.
Can someone offer a suggestion, thanks

Dash bulbs are 12v the gauges are 5v. Take the LED’s out and flip them around

ANd depending on which led's you bought, they may not be dimmable. Make sure your headlight switch is turned all the way up.

Thank you all for the great info...
I should really know that and should have checked it.
I kinda feel a little dumb as I make a living in the electrical industry.
...anyone wanna buy a relay "LOL"

None will work if the panel isn't chassis grounded to the dash by its mounting hardware. There is no actual ground wire.

Redfish, can you tell me about the connections - is the red wire connected to (+), and the black a connection to negative (-)/ground?

Those wires on the amp gauge, Yes. That black wire is on the ground side of the amp gauge and circuit but doesn't go directly to ground. They should have made that wire red with a black tracer, or pink, to prevent confusion.

That black wire is on the ground side of the amp gauge .

YIKES VERY POOR WORDING. The black ammeter wire IS NOT GROUND and DOES NOT GO TO GROUND. It is HOT HOT HOT at all times and connected DIRECTLY to the battery through large gauge wire

It might be called the "load" side of the ammeter

HOW AN AMMETER WORKS. An ammeter (current measuring meter0 is in SERIES in a circuit.

All accessories and loads and the alternator are connected to ONE side of the meter (BLACK)

Only the battery is connected to the other side (RED)

Be VERY careful with the ammeter wires. The ONLY protection for the ammeter wiriing is the fuse link which is not dependable protection.

DISCONNECT BATTERY GROUND

So far as improving the ground to your cluster, run a pigtail wire from a ground point on the cluster and bolt to the dash frame or column support

I worded it as good as I could without such a complete explanation. Follow the flow of DC current like a river. Regardless of what components it goes through, it will get to negative side of battery eventually.
