How to cut throttle cable

I once went to a cruise. I guy pulled in opened his hood and took the breather off. I walked over and asked him if he needed help. He said "Nope take a look" He just wanted to show all the fancy anodized bracketry . It did look pretty cool. Made it look like big money invested. I told him he should just put a small coned air horn on it. Next time I saw him that was what he had. I actually liked the look and gave him the thumbs up.
