I see, is the LCA spread some and the adjuster is loose?

If so, you need to clamp the back of the LCA tight to take the slop away. THEN have someone weld the plate in.

The best place to do that is a strap at the back of the LCA. But with it installed in car it might be thought to access that.

Communicating to a shop what you are trying to accomplish ahead of time might be tough. Need good pictures.

I’d look for a mom and pop muffler shop. And see if they’ll work with you. I can see some shops wanting to charge you 2 1/2 hrs labor... $250 just to do that. I think you need to get under there, inspect, and make sure the LCA sides are actually moved tighter before they weld. Some shops don’t make exceptions for customers to do that.

No 100% guarantee the noise is or all coming from that either.

That strap at the back of the LCA is a great idea. I have a spare LCA that I can use to show them what the issue is. There's a muffler shop here in Eagle Rock that did a great job with a complete new exhaust for little money that I'll ask first.
