All the tar paper ,( I cant remember the correct name ) , that I ran into , were always flattened out and stopped up ---------
Still a lot of transite water lines out there too, usually coated with thin muddy type film inside , and doesnt release asbestos , if not disturbed . The area where I live is full of them , been there for yrs.
