Those look like a bare set of heads that have been sitting for awhile and have flash rusted. I can imagine any shop would want a good amount to bring them back to snuff... Know if you had a known running set of heads that had everything together and you lap the valves and put some new seals in you could probably get away with running them for a few months... but that would only work so long if the valve guides are shot...
