11.5V = Dead Cell?

Anyone want to place a bet on the condition of the wiring and grounds in the electrical system?
 
He took the car to an electrical repair shop this morning. 1 new alternator & 1 new voltage regulator has the car running again at 13.5 Volts. He also purchased a new battery yesterday.

So all told a new battery, alternator, voltage regulator, starter relay, horn relay, and both under hood harnesses. The starter & horn relays were rusted beyond belief internally.

Tomorrow morning we'll be taking a victory cruise, in our respective cars, practicing social distancing.
