Uh, no it doesn't.................I can't "think" what you are thinking of. I can set up say, the 300 2.8L for some photo on one camera and with the same settings stick it on the other, crop to full, and it will within limits take the same exposure

I can set the 24-105L up for some shot, and swap between the 7D and 5D with manual same settings and within reasonable limits it exposes the same.
 
I think the EFS lens f value is measured across a (35mm) full frame. cut the sensor size in half and you are only getting 1/2 of the light the full frame would pass, so your F stop goes up 2X. I think that is about right even if I didnt get the ratio correct (50% crop would double F-stop?) Going from f2.0 to f1.4 on my Tak is barely any stop petal visible to none. I have an old screw mount Vivitar 2X teleconvertor that doubles the f-stop of the lens its attached to, its on a little scale on the side.

Well I can stick an efs lens on a body, set it up for exposure, and then stick an EF lens on the same body and it will expose the same, same settings. You cannot use EFS lenses on EF cameras so I guess the smaller rear element would put out less light, but they are "set up" the same.
 
Here are two quick shots, showing difference between crop camera and full frame. Top is (crop camera APS) 7D, other (full frame) 5D, same 50mm f1.4 lens. Same settings both cameras, 200 ISO, f16, 1/80 shutter Only thing I did to each photo is scale them down to 800pixels X xxxxx Center of the two shots is the little red/ black sign on the fence to left of yellow apartments

I still don't understand the comment about f stop. These are same settings. When you use an (old school) external light meter, there are no settings on the meter concerning format, lens focal length, nothing. It measures light and gives you exposure.

Got screwed again by the site software. When you upload photos they get fuzzy compared to the originals
 
All this talk of crop size makes me get a headache!
Why can't I just use my Olympus 35mm camera and some rolls of Kodachrome 64 and be happy?

Yep. FABO isn't the best place to compare. Joey has huge memory storage for his sites. You have to put a limit on image size.

LOL. Been there. "In the day" it was Minolta for me. I also have a little Petri "half frame". It's cute.
