Starting with the 1969 model year, fully stamped VINs on the engine and transmission are the norm though.

After a while, they scaled it back to the last 8 characters.

I agree. The "federal mandate" requiring the "complete vin" was either amended or misunderstood by someone because Chrysler is not going take it upon themselves to disregard a federal mandate. So after a year of stamping complete vins someone found that it wasn't necessary?
