Can a 78 Volare cruise control setup work in a 74 duster?

I don't see any reason why this should not be a fairly easy "swap."

Off the top of my head, there's whatever the central control unit, some harness, the gearbox for the speedo cable, and the servo/ vacuum can for the throttle.
