The yellow circled hole. It’s threaded. Pretty sure it’s for the front seat belts. It’s farther forward than the inside ones though.

Your allen wrench....it is an access hole for wing window allen bolt fastener .
 
It's further forward because it has the retractor and sheath, so it needs to be right beside the seat so you can reach it.

I guess I’ll need to add a hole to the new door pans going in. This section must sit flat against the rocker in this area.
