In my county (marion) in Fl, we don't need to have plates/tags on every vehicle on our property. I have 10 vehicles, with three insured and tagged. Our county has a "unserviceable vehicle" code. As long as the vehicle will start and move under its own power, it is legal. If it is "unserviceable" it must be kept in a completely inclosed structure. A harbour freight carport meets the requirement, if you close it in with tarps.
