Yes that is the ring I have on my old bushing. I can't see where it would do anything to stop the bushing from moving. The old ones are so pitted and rusty I would never be able to remove them to use on the new bushings. Have any of you installed new a arm bushings without the sleeve and had no problems with not using them?
