Not really a government agency but I do agree that it will likely never improve. Those postal workers who sit in the post office are lazy as can be.
Their service is typically good but its been getting bad in the past couple years due to them contracting much of the deliveries out. UPS and Fedex both handle the USPS mail. I noticed that DHL is not handing off packages to USPS for final delivery. This just started a few months back.
I ship every day for my online business so I have plenty experience with USPS. I will give one thing to them, in 10 years they have never lost one of my packages. However, I have seen them mis-routed like that in the past.

I’m in western Canada. I sent a part to Tacoma Washington. Instead of going west to Vancouver British Columbia it went east to Toronto Ontario. From there to Chicago then east to NYC. Then west to Oregon, then Kansas City then finally to Tacoma. Over 3 weeks to get there. Kim

I sent a 1st class mail package (3oz) from Florida to Washington state. Went from my PO to Jacksonville Fl dist center, then took 10 days to get from Jacksonville to Tallahassee Florida center. then 3 days from there to the recipent's PObox.
I'm not voting by mail. Even if the is no fraud, what are the odds of the mail arriving on time.

me: i have 3 questions please
her: okay shoot
me: can you tell me where this package is please?
her: sure-typing in the tracking number.
her: it is in ventura california
me: funny it was shipped from north carolina and it was supposed to be at my house yesterday.
me: what happened, did they forget to open plane door, pop chute and throw out of plane over my house?
her: no, it happens. packages get thrown in big box and shipped where most of the packages are bound for, then resent to where
they are supposed to go. happens quite often.
me: what do we do then?
her: if you don't have it by wednesday, call me here and i'll see what i can do.
me: thank you.
AND THAT MY FRIENDS IS OUR POSTAL SYSTEM. UNBELIEVABLE.

I bought a small eBay item located in Long Island New York. I live in Massachusetts. Item sent USPS priority.....via Michigan. Arrived 9 days from ship date lol. Guess it could have been worse.
Your wasting your breath trying to get an answer from anyone at a post office on any subject.
They recently stopped the online international shipping so I inquired at the post office to find out why. Dead eyes, no idea. Sent USPS an email, no response.
So after about a year the international shipping has reappeared on the website.

Wife mails the mortgage check. Mortgage Co, 8 days later says PASTDUE. So she mails another check. Then days 5 later, BOTH checks cleared! LOL

They still drop off at my post office, just had two packages at my PO Box in the last two weeks. I'm in a small town, so that might be one reason. But I think it was dropped at the local distribution center to about 30 miles away.
All shippers seem to take two to three times as long as they used to for delivery. Fed Ex is the slowest in my area.
Jeez, don’t get me started on USPS. New house, first house in new subdivision. I put up the standard mailbox, same thing everyone in 10 mile diameter has. USPS refused to deliver mail. I was told it was out of specifications. I asked what specifications, post master didn’t know. I had to do a 40 minute round trip to post office every day to get my mail. After 5 weeks we got mayor involved and suddenly I started getting my mail
