Gotta question you on your couldn’t build anything LA without aftermarket help. 9’s are easily obtainable with a stock block at 3000 pounds or less and not a crazy budget either.

I didn't say it was unachievable... Stock block? sure. Stock heads? happens in Super Stock all of the time, but NHRA allows Edelbrocks too but, subject to fill volumes.
A good SS/JA Duster is a mid 10 sec deal and they would be much faster if they didn't have to stay with the OE fill volume blueprints specs. Trying to stay relative here...
In the bracket world, you almost never see anyone going real fast with OE heads. it's always aftermarket. Speaking SB here.. and I'm not talking big inch SB's either. That requires a aftermarket crank. I can't remember the last time I heard of anyone using OE rods... Again, aftermarket.
Don't get me wrong. I'm supposing of throwing anyone down the stairs... I think the aftermarket has been used sooo much, it's been taken for granted anymore.

As far as the Gen3 Hemi goes, those things can go pretty darn fast without reinventing the wheel. 330 cfm heads with a stock 2.05 Int as delivered from Detroit, needs only 22° total timing, and most guys going fast only need about 240°@.050, and run completely OEM valve train. Our world has changed.
