What To Use To Clean Steering Wheel

It's from a 74 Dart Sport. How do I remove that whitish-like stuff from the "grain", or whatever it's called?

I've used Super Clean, Prep Solv and lacquer thinner. Nada.

I don't think that is dirt that can be removed. I think that is old dead plastic. In these cases I work Armor All into the surface with a brush, it will remove some of the old and soften and re-vitalize the remainder. If I am not seeing this correctly-sorry.
 
I tried a small section, it does work. I didn’t work it in with a brush, but I will. It’s a little slippery, but I’ll have to see how it goes. I won’t be driving it for a while. Thanks.
 
IMO AmorAlL is silicon, makes rubber shine but is is death in vinyl. Baby oil on vinyl. I realize the plastic on this wheel is whatever, just butting in with my opinion of ArmorAll.
PS. Never get it on anything you will ever paint!
 
I think the plastic/rubber is deteriorating. They do have some nicer leather covers if a protectant does not last.
I'll have to look at covers. I like simple and plain. Plus, I don't want to become my mom. She could spend more time picking out stuff like that than she did picking out the car. lol

I hear you about Armor All. I used it by the tanker full until I worked at a repair/body shop. (mid 80's) I was a mechanic, but would help out in the body shop. That stuff was worse than a four letter word in there.
What does the baby oil do? I never heard of that use for it before.
