I know in Calif, you can go to DMV and for a fee, you can find out the owners information. You fill out a form requesting the info, give them your $$ and sign the form. You get a copy and they send a copy to the owner, notifying them of your request.
I see that your location is in Virginia. Perhaps you can go to your local DMV, provide them with the VIN and ask if they could do a 50 state search for it. Or if you have a friend on a local police dept and they don’t mind sticking their neck out for you, they can run the VIN as well. In today’s climate, they may be unwilling to do that.
The problem I see with DMV is, if the car hasn’t been registered for sometime, it drops out of the system and you’re back where you started from. I hope this helps you out and gives you some options. Good luck.
