Those will be probably the same torque as factory. They appear to be the factory 340 cap bolts for use with a windage tray. I thought somebody still made them.
I don't remember seeing a stock bolt with a washer though. Did they make stock or stock replacements with washers? They don't have that classic ARP look from the photo either, so maybe they are a stock replacement.
