Asphalt paving over concrete sub-structure ... interesting. That would add weight without adding strength. From personal experience I can say that those bridges move or wiggle, whatever you want to call it. The concrete is designed to deal with that. Asphalt doesn't like it's substrata to be moving around. Might be rubberized asphalt, the bonding oil is a little less brittle.
