Starter Holes: Why the Difference in Diameter?

After ten years on the car I never noticed the holes for the mounting bolts are different in size. What's up with that. Am I missing a spacer/bushing or something? In the photo, the hole on the left is plainly larger than the mounting hole on the right. Thank you.
