When I switched the 2 flashers the opposite affect happened. So thats why I think the ll552 is bad, which ever slot it was in the lights wouldn't flash, but what ever slot the el12 was in the lights would flash.
Sounds about right, then. As someone else noted, the hazard flasher deals with more current so be sure the replacement is the same p/n or at least rated for similar current.
