'71 Scamp original engine question

Went to see a '71 Scamp today. The vin VH23 G 1R-----. 318 right, nope. 360 from the fender plate E57 .. broadcast sheet says engine #351. what would be F09 engine conversion mean

It would probably be a 1 of 1 if it’s true. Rare for sure. Valuable maybe to the right guy. Check the engine and tranny numbers. Kim
