I have news, and as an amateur photographer, this is a special annoyance of mine. When a person is in public, they are prone to be photographed legally by pretty much anybody. This precludes stuff like "upskirt." And the photographer his/ herself is protected, so long as that person is not violating other laws, like maybe holding a selfie stick up into an apartment window, or jaywalking, blocking traffic, etc.
Besides, nowadays, where "every damn phone' is a camera, you or she might not even know they are being "taken." All the more reason not to act stupid
