Poverty Hub Caps

Hello All,
Recently I came across a set of poverty caps at a swap meet.
They look like they never been used.
My question is did they ever come painted argent silver and black from the Mopar factory (OEM)?
All the ones that I have ever seen are polished aluminum or stainless and black.
They look like they were manufacture painted and not a rattle can job done at home.
