Turn Signal indicators

DISCLAIMER - I'm a total newb when it comes to classic cars, but I have one and I want to work on it. Silly question, probably...I have a '66 Barracuda w/273. I've noticed the dash bezel doesn't have slots/holes for turn signal lights like most cars do. Also on the inside, to either side of the steering column on the lower lip of the bezel, the previous owner placed lights that blink when using the turn signal. Is this the normal setup or is it something that they decided to do to help them realize which light was blinking? It leads me to believe that this isn't normal and that they did this to help them out. The lights on the front of the car, the ones on top of the fenders that face the driver, blink so I can see them working so I have no idea why the ones under the dash are there.

Any help would be greatly appreciated.
