Grounding the Fuel Level Sensor on '65 A Bodies?

On our '65 Valiant Signet convertible, I don't see the metal "jumper" strap everyone speaks about that provides a ground for the fuel level through the metal fuel line. Of course, my gas gauge doesn't work either. But regardless, I don't even see room to place the jumper strap. Is it possible these vehicles (when new) grounded the sensor somehow by way of the main gas tank mounting hardware to the body? Thank you.

P.S. I have another thread posted regarding whether or not all of that undercoating was factory applied or not.
