How do you get the dowel out of the steering column?

I believe you pop this circular clip off and the lock ring (sawblade) comes off. I could be wrong though. Anybody else?

Thanks. I already popped that off and there is a dowel rod underneath going through the column keeping that saw tooth gear on. Thats the dowel I'm struggling with.
