These # on the rt side of block, are these the year/casting date of the engine?

Yes when the block was cast. Not the model year or assembly date. That casting date would be for a 77 model year
Yep, Sept 76 for 77 model year.
I thought that was the casting dates , but a guy came buy to look at the 8 blocks I have and marked the dates by some #s off the pads, and he has all different years than these casting dates. I'll have to go through them and remark them all. Thanks guys.

Casting dates will be BEFORE the build date stamp, which would definitively state the model year the engine was originally built for. BUT, the casting date is not necessarily within the model year (even with the September date). Some engine blocks were used a year or two after being cast.
Let's do this one for an example.
I have a 440 block with a cast date on it. 7 / 21 / 69.
On the right side pad it has
F 440
O
10. 2. HP
It was obvious cast in July of 69.
Do the other # tell the build date?
F is 1970 model year. Assembled 10-2 of 69 for the 70 model year.
I've seen 440 blocks cast in 69 used all the way up for 72 model year. They must have casted a lot of 440 blocks in 69.

G is 1971 model year. Assembled 6-10-71
E states cast crank so in this case it is a 383 2-bbl w/ auto tranny for 71
