65 Barracuda - a couple questions for "pro tips"

Looking for some "pro tips" on my Barracuda. My rear bumper has some strange oxidation and looking for some ideas to maybe clean it up from anyone with that type of experience (before just painting or re-chroming). I tried some 0000 steel wool and that smoothed/shines it but doesn't take away the odd discoloration. any tips? Also, I posted one pic of the drip rail on the roof line -- should there be some type of trim rubber/insulator there to protect that lip? Or anyone put anything there to protect it?
