In PA, there are lots of reasons to be eligible. Health care workers were first then mostly age or health. A couple years ago when my BP was jumping all over the monitor clocked my at 180bpm and in afib... But I would have 'qualified' just by being overweight. The hard part is finding an available shot and getting registered. My wife used to be in registration at the hospital, so when they said they were available at the hospital she started clicking away on the keyboard and we were in.
