If they would actually punish them it would happen less. If they did get caught it would probably be 9 months probation and restitution that you would never see. Hate a thief.
Been there we went to Disney and when we came back thousands worth of stuff was gone. We suspected that it was the next door relatives who had come a day before we left and were gone when we got back. Never proved it.
