The 911 has low weight and good traction in its corner. They can launch decent and still gain big on the top half of the track as a result. If you try to match him with HP alone, it's going to be tough as you'll be blowing the tires off at the line and at the edge of spinning them the rest of the track... And that's after stuffing as much rubber under there as you can.

Plenty of folks are in the 9-10s range with 360-400 cubes, whether bb or sb - what all quick cars have in common is good suspension and traction. I'd focus on that and weight, which will probably yield more effect on ET per dollar spent than spending on HP alone would.
