Wiper park position

Hello a-buddies.... can anyone out there tell me if this is a normal park position for a 70 Duster? Two speed wiper motor runs and functions properly wipers park in the same place every time. I cannot position the wiper arms any lower because when the wiper sequence is reinitiated the wipers move down from the park position before they begin to move up.
Already tried Kim, bruce, and d+m restorations.
