The only thing keeping it from a low 10 would be the 1 5/8 small headers. If you put a 1 7/8 header on it, you would be there for sure.
For what its worth, my 408 with ported Edelbrocks (
[email protected]), 264/268 @0.05 flat tappet cam, 13:1 compression, e85, and a slower/heavier 727 transmission is running 10.1 @ 3250lbs.
