I've seen that many times too. The brake pedal return spring is weak or missing and someone adds a spring to keep the brake lights from coming on and draining the battery.
Thankfully, I've got an adjustable brake push rod, so I don't think I'll have a problem ditching this spring. Stock A-bodies don't have a brake pedal return spring.
