replacing cam shaft retaining thingy with eccentric

I had a 408 stroker built by a local builder. He made the assumption that I was going to run an electric fuel pump, but I want to go with a high flow mechanical. The motor is only 450hp tops, and I don't plan on making it make more (cast crank). He put the pictured below on the left spacer timing chain retainer on with a bolt and lock washer. I picked up an eccentric pictured bottom right, the bolt, and cupped washer. Should I be able to bolt it right on with some lock tight or is there something else I should be considering here?
