Same, take that collar off, pin under it. I never put it back on especially for a drag car, you can then cut the ignition off and not be afraid of locking the steering.
That was a design flaw in the early Dusters. I had one that i blew the clutch. I reached up and turned the key off and it locked the steering wheel with the wheel turned slightly to the right. I wound up in a ditch.
