When another is jumpered to it the headlights will be on high beam or low beam, the other wire jumpered to the hot will cause the opposite.
As for the switch, one terminal will be common and the other two will be switched one at a time.
Connect the hot wire the the common and the other two to the other two terminals does not really matter which is which for these two.

One will be hot when the headlight switch is pulled all the way out.
