Is this illegal?

Hi everyone. The greed out there is something else. I just hope because I do the right things with all my cars and broke because of it that there is a place above for me.
And here are just a few of the things I've personally seen. Junked hemi Cuda with a junk recreation of the vin tag but he had the title. Selling cheap. Could I have done something with this and made lots of $$$$$$$$$$$ yes but I passed. Totaled 68 Hemi Darts with the vin on a recreation 68 Dart. A rebodied 68 Hemi Dart with a hand stamped vin. Someone that found there missing Mopar at a swap meet (it wasn't pretty). A famous auctioneer who himself bought a re-bodied 68 Hemi Dart. (ya I'm a Hemi Dart guy). A factory 65 SS Dodge who still owed $$ and only had a copy of the title. A 68 Dart with the vin of LS23M8B with every panel so rusted out there was no way to save a single part that the guy was going to restore, both in Mn. And more and more. A lot of this stuff I went out to purchase. Drove hundreds of miles spent my time and money, even vacation time that I drug my wife and kids with. So I really don't care if I hurt these assholes feelings. I could name a lot of names but I will not. Just beware as this all started in the 90's when cars went hot. Some have been done so professional that no one could tell and that was done 30 years ago so most of the paper trail has dried up by now. Just be real careful if buying a high $$ car.
