Heater Box Cable Clips - Screws?

One of my 3 heater box cable clips has a screw in it to hold the cable tight. Should all 3 clips have screws or did somebody add this screw to fix a loose clip?

If clip is properly tensioned- no screw is needed. Adding a screw to secure a loose cable is the lazy man's way to repair it.
 
It is sometimes easier to put a screw in it than to remove the clip and re-tension it. I have been guilty of it.
 
When I pulled the heater box out of my 68 Barracuda with factory air, all three clips had the screws in them. When I put it back in the car I made sure I put all three screws back in.
