When you use an evac to suck the oil from the pan you slide a thin plastic tube down the dipstick tube until it touches the bottom of the pan, the oil is then removed thru the plastic tube. It actually works pretty good, worst case it may leave a couple ounces in the bottom of the pan. This practice has been around for decades in the marine, lawn and garden and industrial engine industries.
