Chicago has been trying to figure out how to get a mileage tax thru for a few years now. Even if you only work there and don't live there.
Heck, those Toyotas and Hondas are now made in here and in Southern States in particular. I'll have to dig it up but few years ago Toyota Tundras were made of more American parts than the Dodge 1500. Traditionally, there's really little/no nationalism in the car industry.

Why do you think I'm still driving a Durango with 280k, and am picking up body panels for an 85 D150, and have a 80 volare project and a 78 fury to drive? Just seeing ~85% of the cars around down here being Toyota, hon-duh, kia and Hyundai and damn few Ford's, GM's and Mopars on the road pisses me off having been born in work in, pay taxes to the USA, never having been to Korea or Japan. Why are we basically forced to support them instead of our own by buying their cars? Disgusting.even though these companies build cars here /when you buy one of their pieces o'crap the profits go "over there"
