If all I had was a 318 block, I'd build ***** nasty.
Chances on casting would determine if I could bore it 4"+ 'like I already have' or get a 3.58 crank or easier for pistons..a 4" crank and 1.94/1.55 valves for those little heads..eh better yet, some promax heads.
Stud the bottom end to help with those wimpy caps.. reuse the late rods or buy some rods, solid roller like anything else.
There is no more limitation with a 318 than there is with anything else you'd build.
Imo It's a power limitation related more to main web/cap strength more than size.
