Question concerning '68 Dart vent window rubber seal

I'm in the middle of putting the door glass back in and wanted to know if this outside section (arrow) of the rubber seal is supposed to rest on top of the door.
I've tried online searches for pictures, but of course all that comes up these days is useless ads.
