Who is Nobita ??

Sorry, the explanation still makes no sense to me.
I am NOT well versed in computer coding or software development. I know construction, cars and a few more things. Tech is surely outside of my realm of knowledge.
I can only guess that Joey's explanation means that "Nobita" is a person or company that gets credit for some work done on this site some time ago...
