Defective Idler Arms

So, what I called the "steel sleeve" is the same part that you are calling the bushing?
And I will assume that when the 9/16" bolt is torqued to 65 ft lbs the K frame bracket will clamp the the "bushing", locking it from turning. Does that sound correct?

My understanding is that everything that you stated is correct. But I am no expert.

By the way, the attached picture shows the groove in the upper part of the K Member Bracket that was caused by the bushing turning on the Moog Idler Arm.
