What tires can I use on my rim?

I just bought steelies for my car. 15x4 up from and 15x8 in back. The back rims are 4” bs. I am cutting the quarter panels out to have the Hemi dart look. Everything under is stock. The back tires I want are Mickey Thompson 3554 - Mickey Thompson ET Street R Bias-Ply Tires. I was thinking about using the Offset 1/2 Spring Hanger/Shackle Kit from DrDiff.

Front rims are 15x4 what’s the biggest tire diameter I can use without rubbing when I’m turning the the wheel. And also not hitting the the fender.
 
Assuming you have a stock width A-body 8 3/4, with a 4” backspace in the rear there’s really no point in doing the 1/2” spring offset. Your tires won’t be close enough to the springs to be an issue.

They will be sticking outside of the quarter panel, that combination with that backspace will not fit a Dart with stock quarters. But with the quarters cut that might not be an issue?

Yes I do. I hope they don’t stick out too far. I’m looking to have them like the dart I posted on here.
 
And what about inside the fender well do you think they will rub? Tire Diameter is 28.19 in.
